You will find the highest cigarette tax rates in New York City which has, with all three combined taxes, a total extra charge of $5.26 per pack.

Prior to April 1, 2009, the federal cigarette tax was a mere $0.39 per pack. This amount, in combination with any other taxes established by the state and local governments, was tacked onto the price of each pack of cigarettes sold. The Children’s Health Insurance Program Reauthorization Act of 2009, however, raised this tax to $1.01 per pack on April 1 of that year.

Rhode Island is ranked as the state with the highest tax of $3.46, which is applied in addition to the $1.01 federal tax and any local taxes established by municipalities. South Carolina, on the other hand, has the lowest state tax of only $0.07, which, again, is combined with federal and local taxes for each pack sold.
